How to File a Labour Complaint in Qatar
Qatar has significantly reformed its labour complaint system, particularly ahead of and following the 2022 World Cup. The process is now faster, more accessible, and available in multiple languages. Here is exactly how to file a complaint and what to expect.
Where to File
Online portal: Visit adlsa.gov.qa and submit through the electronic complaints system. Available in Arabic, English, and other languages.
Amerni app: Download the MADLSA mobile app for complaint submission and case tracking.
Worker helpline 16008: Multi-language hotline staffed by MADLSA representatives.
In person: Visit any MADLSA office. Main office in Doha, plus satellite offices in Industrial Area and Al Wakra.
The Complaint Process
Stage 1 — MADLSA mediation (7 working days): MADLSA contacts your employer and attempts to resolve the dispute through mediation. Both parties are summoned. If your employer agrees to settle, a binding agreement is signed.
Stage 2 — Labour Dispute Resolution Committees (3 weeks): If mediation fails, MADLSA refers the case to the LDRC. These committees were established in 2018 and have binding authority. Hearings are conducted with interpreters available. The LDRC must issue a decision within 3 weeks.
Stage 3 — Court of Appeal (30 days): Either party can appeal the LDRC decision within 15 days. The Court of Appeal typically issues a final decision within 30 days. This decision is enforceable and final.
Required Documents
QID (Qatar ID) or passport copy
Employment contract — MADLSA can retrieve it from the system if unavailable
Salary records — bank statements or pay slips showing payment issues
Any supporting evidence: messages, emails, photos, witness contacts
Protection during complaint: Under Qatar's 2020 reforms, your employer cannot cancel your QID, deport you, or take retaliatory action while a complaint is being processed. Workers can also change employers without a No Objection Certificate (NOC) since the kafala reforms.
Common Reasons for Complaints
The most frequent complaints involve: unpaid or delayed wages (WPS violations), contract terms differing from actual conditions, employer refusing to issue exit permit or transfer, withholding of end-of-service benefits, unsafe working conditions (especially heat stress violations), and passport confiscation (illegal under Qatar Law No. 21 of 2015).
