Qatar has one of the most comprehensive wage protection systems in the Gulf, including the region's first non-discriminatory minimum wage. The WPS requires all salaries to be paid electronically and monitored in real time. If your employer is paying late or below the legal minimum, here is everything you need to know.
The Non-Discriminatory Minimum Wage
Effective March 2021, Qatar introduced a minimum wage of QAR 1,000 per month (basic salary) that applies to all workers regardless of nationality, sector, or occupation — including domestic workers. This was the first non-discriminatory minimum wage in the Gulf region.
Basic salary minimum: QAR 1,000/month
Food allowance: QAR 500/month (if food not provided by employer)
Accommodation allowance: QAR 300/month (if housing not provided by employer)
Total minimum: QAR 1,800/month when food and housing not provided in kind
How the WPS Works
All employers must register with the WPS and pay salaries through approved Qatari banks. The system monitors payment timing, amount, and frequency. MADLSA receives automated alerts when payments are late or below registered amounts.
Monthly wages must be paid within 7 days of the month's end. Daily-paid workers must receive wages weekly. Piece-rate workers must be paid within 7 days of work completion.
Consequences for Employers
1 week late: WPS flags the violation. MADLSA issues a warning to the employer.
1 month late: Workers gain the right to transfer to a new employer without NOC. MADLSA may freeze the employer's new work permit applications.
Persistent violations: Criminal prosecution, fines up to QAR 10,000 per worker, company blacklisting, and potential closure.
Salary deduction trap: Some employers pay the minimum through WPS but deduct amounts for "accommodation" or "food" that they are legally required to provide. If your employer provides accommodation but also deducts accommodation costs from your salary, this is a violation. Your total received amount cannot fall below QAR 1,000.
