How to File a Labour Complaint in UAE

If your employer has violated your rights — unpaid wages, illegal deductions, denied leave, or wrongful termination — you have the legal right to file a complaint with the Ministry of Human Resources and Emiratisation (MoHRE). This guide walks you through every step.

Step 1: Gather Your Documents

Before filing, prepare the following documents. Having these ready will speed up the process significantly.

  • Emirates ID (front and back copy)
  • Passport copy with visa page
  • Employment contract (original or MoHRE-registered copy)
  • Salary slips or bank statements showing payment history
  • Any written communication with your employer (emails, WhatsApp messages, letters)
  • Photos or evidence supporting your claim (if applicable)

Step 2: File Through the MoHRE App or Website

The fastest method is through the MoHRE smartphone app (available on iOS and Android) or the website at mohre.gov.ae.

1

Download the MoHRE app or visit mohre.gov.ae. Log in with your UAE Pass or create an account.

2

Navigate to "Services" → "Labour Complaints" → "Submit a New Complaint."

3

Select the type of complaint (unpaid wages, contract violation, illegal deductions, etc.).

4

Upload your supporting documents and describe the issue in detail.

5

Submit. You will receive a reference number via SMS and email.

Step 3: Call the MoHRE Hotline

If you cannot access the app or website, call the MoHRE hotline for assistance.

600 590 000

Available in Arabic, English, Hindi, Urdu, and other languages. Open Sunday to Thursday, 7:30 AM to 8:00 PM.

Step 4: Mediation Process

After you file, MoHRE will contact your employer and schedule a mediation session. This typically happens within 14 days. A MoHRE mediator will attempt to resolve the dispute between you and your employer.

If mediation succeeds, both parties sign an agreement and the case is closed. If mediation fails, MoHRE will automatically refer your case to the labour court.

Step 5: Labour Court (If Mediation Fails)

The labour court will review the evidence and make a binding decision. Court proceedings typically take 3-6 months. Workers earning below AED 8,000 per month are generally exempt from court fees.

During this process, your work permit remains valid, and you can continue working. If you are terminated during an active complaint, this can strengthen your case.

What Happens After Filing

Frequently Asked Questions

How long does a MoHRE labour complaint take to resolve?

MoHRE aims to resolve complaints through mediation within 14 days of filing. If mediation fails, the case is referred to the labour court, which can take 3-6 months depending on complexity. Urgent cases involving unpaid wages may be fast-tracked.

Can I file a labour complaint anonymously in UAE?

You can report labour law violations anonymously through the MoHRE hotline (600590000) or app. However, to file a formal complaint that leads to mediation or court action, you must provide your identity, Emirates ID, and employment details.

Is there a fee to file a labour complaint in UAE?

Filing a complaint with MoHRE is free. If the case is referred to the labour court after failed mediation, court fees apply but are typically waived or reduced for workers earning below AED 8,000 per month.

What documents do I need to file a labour complaint?

You need your Emirates ID, passport copy, employment contract (if available), salary slips or bank statements showing non-payment, and any written communication with your employer regarding the dispute. Screenshots of messages are accepted as evidence.

Can I file a complaint if I don't have my employment contract?

Yes. MoHRE maintains records of all employment contracts registered in their system. Even without your copy, they can retrieve your contract details using your Emirates ID or labour card number. You can still file and proceed.
