The 2022 labour reforms made it significantly easier to change employers in the UAE. In many cases, you no longer need a No Objection Certificate (NOC). Here is the complete process for transferring your visa to a new sponsor, step by step.
2022 Reform Changes: What Is Different Now
Before 2022, changing employers was extremely difficult — most workers needed an NOC from their current employer, and salary-based bans made it nearly impossible for lower-income workers. The reforms changed this:

When You Do NOT Need an NOC
- Your employment contract has expired and you are in the grace period
- You have resigned and completed your notice period

- You are on a golden visa, freelance visa, or other self-sponsored visa
- Your employer has closed the business or gone into liquidation
- You were terminated (unless for gross misconduct)
Step-by-Step Sponsor Change Process
Resign and Serve Notice
Submit your resignation in writing. Serve the notice period specified in your contract (minimum 30 days, maximum 3 months). Get written confirmation of your last working day.
Collect Final Settlement
Your employer must pay all entitlements within 14 days of your last day — gratuity, leave, pending salary. Do not leave without getting this settled.
Old Visa Cancellation
Your current employer initiates visa cancellation through ICP/GDRFA. This typically takes 2-3 working days. You receive a 30-day grace period.
New Employer Applies for Work Permit
Your new employer applies for your work permit through MoHRE. They need your passport copy, photo, educational certificates (if required), and the old visa cancellation paper.
Medical Test and Emirates ID
Complete the medical fitness test and apply for a new Emirates ID. This takes 3-5 working days.
New Visa Stamping
Once the work permit is approved, the new visa is stamped in your passport. This takes 2-3 working days.
New Labour Contract
Sign your new employment contract, which is registered with MoHRE. You are now officially transferred.

Employer refuses to cancel your visa
File a complaint with MoHRE. If you have served your notice period, your employer cannot hold your visa. MoHRE can force the cancellation and you can proceed with your new employer.
Employer files absconding report
